我对发起仲裁的流程比较了解，是因为实际上我有针对另外一个运营商——Giffgaff 的母公司 O2——发起的仲裁申请。

1. 检查并修正账号资料：**确保账户个人资料真实**，并添加至少一个可用的信用卡/储蓄卡作为支付方式。
2. 申请 **PAC Code**：PAC Code 是英国手机号码**携号转网**的授权码，用来保留你被清退的 Giffgaff 手机号，**即使已经被清退没有任何信号也可以获取**。
3. 与官方客服初次沟通：表明立场**不要求恢复服务，但要求退还无理被扣留的余额**。
4. 使用不同方式退款：根据实际情况，分为信用卡争议/正式投诉后通过英国电信业监察委员会（ Communication Ombudsman ）发起仲裁强制执行。
